Should Congress Bail out States on Medicaid Again?

Medicaid is a state-federal program in which the federal government supplies states with matching funds for various services. As a result, states have an incentive to expand the program beyond their ability to pay for it, which causes problems when the bills increase and tax receipts stop going up.

Today a congressional committee will hold hearings on the question of yet another federal bailout of the states. On the official web site, it's called "State Fiscal Relief." (No word on taxpayer fiscal relief!)

James Frogue, of the Center for Health Transformation, is one of the scheduled witnesses. You can watch the hearing at 2pm eastern.

Other witnesses include Robert B. Helms, with the American Enterprise Institute.
